I think it boils down to who is willing to throw the most money into the right pockets in Des Moines, Gray or Kehl. The large turn out and percentage of victory will help, but in the end it is always about the $$$$$.

I have no problem with taxing cigarettes to the point most people would stop smoking. If I ran an insurance company, I would not insure smokers. If forced to, the premiums would be very, very high compared to a normal person. As you can tell, I can’t stand smoking.
