Casino issue is being done backward

Does anyone beside me think this casino issue is all being done backward? It seems to me that the ruling from the state gaming commission in favor or against a casino should be in place first (before Tuesday’s county referendum).

Something else I don’t think is right. Why do the taxpayers of Linn County have to pay the cost of a special election? All the people who vote are going to pay for this special election, right along the ones who don’t vote. Why not tax the casino that gets built, one percent a year until election costs are paid off? All this hype for and against and the cost of the election is down the drain if the gaming commission says no.
