Branstad denies four commutation requests from convicted felons

Three applicants in prison for robbery, one for murder

Gov. Terry Branstad announced Thursday that he has denied four applications from convicted felons serving time in Iowa’s prison system seeking to have their sentences commuted.

The latest applicants denied commutation included:

  • Nikkolas Kion Kemp, 29, who was convicted of first-degree robbery for a crime he committed in November 2001 in Polk County;
  • DeMarcus Montrell McGee, 33, who was convicted of first-degree robbery for a crime he committed in January 1998 in Black Hawk County;
  • Andrew Lee Stephens, 30, who was convicted of first-degree robbery for a crime he committed in May 2003 in Black Hawk County; and
  • Evelyn Lou Tangie, 67, who was convicted of second-degree murder for a crime she committed in July 1996 in Wapello County.

The governor previously denied four applications for sentence commutations since beginning his fifth term in January 2011.
