Speed limit signs are ignored

I am amazed at how many drivers break the laws of the road. Recently, C Avenue lowered its limit to 35 mph. The average speed is 45-50 mph still. Did you know that stop lights and stop signs are just a suggestion? Every time there are 6-8 cars at a stop light or sign, I see nearly everyone turning right, slowing down just enough so they can make the turn. I very seldom see anyone come even close to a stop.

Right turn at Council and Collins is a major joke. My wife said why not park a police car around the corner and write a few thousands dollars in tickets.
