Iowa Secretary of State on panel to discuss National Popular Vote Plan

Dec. 5, 2011 10:38 am
Iowa Secretary of State Matt Schultz will join other secretaries of state and U.S. Senate Minority Leader Mitch McConnell for a panel discussion of the National Popular Vote Compact on Dec. 7.
The Washington forum is sponsored by the State Government Leadership Foundation and Heritage Foundation.
The National Popular Vote Plan would effectively abolish the Electoral College by forcing states to allocate their electoral votes to the winner of the national popular vote, rather than the winner of the popular vote in their state.
In August, California joined the compact, giving it 49 percent of the 270 electoral votes it needs to take effect. According to the compact, it must pass in states controlling the remaining electoral votes by July 2012 in order for the system to be in place for the November 2012 presidential election.
The plans has been introduced in the Iowa Legislature, but has not been adopted. It faces opposition from Republicans Gov. Terry Branstad and House Speaker Kraig Paulsen and Democratic Senate Majority Leader Mike Gronstal.
McConnell will give the keynote address followed by a panel discussion with six Secretaries of States who would be responsible for administering the unconstitutional NPV plan, if it became law.
