The Lake Delhi association reported it would cost $9.9 million to restore the dam and a power station. It was stated that there are 830 privately owned properties on the lake. If each was assessed an average of $10,000, that would bring in $8.3 million. Considering the value of the properties if the dam was restored, a one-time assessment of $10,000 (or less if the power plant generates a profit), does not seem unreasonable.
The road was owned by the county, so the county could contribute too. I see no reason why all federal taxpayers (through FEMA) should contribute to this local project.
